U.S. Senators Steve Daines and Chris Murphy pushed forth senate resolution S.1303 on November 4, which would repeal the Jackson-Vanik amendment. The amendment, which was created with the 1974 Trade Act, restricts the establishment of normal trade relations with countries over limitations to free market principles and emigration rights, and it still applies to four Central Asian states, along with Azerbaijan.

Kazakhstan and the U.S. signed a Memorandum of Cooperation (MOU) on critical minerals cooperation during a bilateral meeting at the Department of State. Kazakh President Kassym-Jomart Tokayev met with U.S. Secretary of State Marco Rubio, Special Envoy Sergio Gor, and U.S. Commerce Secretary Howard Lutnick to discuss avenues for enhanced economic cooperation.

Several U.S. technology firms plan to open offices in Uzbekistan, creating jobs and strengthening logistics cooperation. Minister of Digital Technologies Sherzod Shermatov discussed plans to develop a modern logistics support ecosystem and establish a logistics center in cooperation with the American company Wersirius. Shermatov also met with representatives from American-Moldovan Association of Logistics and Transport, which plans to establish a transport operations center in Uzbekistan.

President Shavkat Mirziyoyev met with Development Finance Corporation CEO, Ben Black, and the Chairman of Exim Bank, John Jovanovic. With Black, Mirziyoyev discussed establishing a joint investment platform to finance priority projects, support small businesses, and open a DFC regional office in Tashkent. Kazakhstan signed a $2 billion memorandum of understanding with chip manufacturer, Nvidia. Working with Open AI, Nvidia will provide Kazakhstan’s Freedom Holding Corporation and the digital ministry with up to $2 billion worth of the advanced chips necessary for AI development.

Kazakhstan signed a $2.5 billion strategic partnership with U.S. agricultural machinery company John Deere to produce 3,000 agricultural machines at AgromashHolding KZ facilities over the next five years. VEON has announced that Beeline Kazakhstan will partner with Starlink Direct to Cell to provide satellite-to-mobile connectivity throughout Kazakhstan. Cove Capital LLC and Kazakhstan’s National Mining Company announce joint venture to develop largest known undeveloped global tungsten resource. Cove’s portfolio company, Cove Kaz Capital Group LLC, will own 70 percent ownership of Severniy Katpar LLP, the Nothern Katpar, and Upper Kairakty projects. The immediate deal is valued at $1 billion, with the total deposit valued at $80 billion.

Somon Air placed an order for up to ten 787-4 single-aisle MAX jets and four 787-9 Dreamliners, marking the first ever order the Tajik airliner has made for wide-body aircraft. The new aircraft fleet aims to expand intercontinental air routes out of Tajikistan.

The Kyrgyz bank, Aiyl Bank signed two memorandums of understanding, the first with Citi Bank and Oppenheimer & Co. Inc. The agreement with Citi Bank created a baseline for opening correspondent accounts that will expand international settlement capabilities and increase efficiency of interactions with foreign partners. The Oppenheimer agreement provides a partnership that will allow Aiyl Bank to access international capital markets through the issuance of Eurobonds. This will not only strengthen Aiyl’s position in international financial markets, but attract new investments.

President Tokayev confirmed Kazakhstan’s intentions to join the Abraham Accords and solidify diplomatic relations with Israel. Tokayev stated that this signing “means that we will get certain dividends from the point of economic cooperation.”

Leidos signed a contract with Kazaeronavigatsia in October 2025 to modernize the air traffic control system. Along with a hardware refresh, Leidos will install “Skyline-X Air Traffic Management system” which will provide controllers with end-to-end surveillance. Tajikistan’s Ministry of Industry and New Technologies signed an agreement with Perplexity AI and Epsilon3.ai in October 2025 to launch the Comet AI Browser for public sector usage. The browser will replace manual document search and analysis processes and allow for quicker analytical report and policy options.

The government of Tajikistan made a deal with Supermicro and NVIDIA in June 2025 to develop sovereign grid AI supercomputer infrastructure. Tajikistan plans to energize this supercomputer infrastructure by increasing its potential hydropower generation to 60 gigawatts per year.

The Kyrgyz Temir Zholu National Company signed a public-private partnership agreement several months ago with the All American Railway Group. The agreement will focus on the Makmal-Karakol project.
