Armenia and Azerbaijan appear to have agreed to the text of a final peace agreement, with Baku and Yerevan issuing separate statements.   Both countries have indicated they are ready to begin consultations on the date and place to sign the final agreement. 

Azerbaijan’s Foreign Minister Jeyhun Bayramov stated that “negotiations on the text of the draft Agreement on Peace and the Establishment of Interstate Relations between Azerbaijan and Armenia have been concluded."  The Foreign Ministry of Armenia had released its own statement confirming “the completion of negotiations on the agreement on the draft…Peace Agreement” that is “ready for signing.” 

Azerbaijan’s Ministry of Foreign Affairs noted that Armenia had accepted two final articles of the 17-article draft text, adding that in coming phases, he hoped Armenia would eliminate what Baku views as territorial claims against Azerbaijan in Armenia’s constitution.  The final two articles were for Armenia and Azerbaijan to withdraw all claims in international legal areas against one another, and for neither party to station representatives of other countries on the largely un-demarcated border between Armenia and Azerbaijan.  Since 2022, Armenia has hosted a European Union monitoring mission on its territory.

Negations between Armenia and Azerbaijan have dragged on for over a year, since a final round of fighting in the region of Nagorno-Karabakh took place in September of 2023.  Armenia’s borders with both Azerbaijan and Türkiye have been closed since 1993, meaning that an official peace and normalization deal with Baku could also allow for the full normalization of Yerevan’s relations with Ankara.
